I have parent plus loans that I have exhausted deferment and can not afford to pay. How can I get payment lowered. Also, has anyone been able to get a debt consolidation loan with hard inquiries with a 715 credit score

Possibly see if they will allow you to qualify for an income based repayment plan.
Had to go through Federal website and no, they will not let me do income based
